Contribución al perfeccionamiento del control en las instituciones de la educación superior
Resumen
La Visión de Nación adoptada en las Bases para el Plan Nacional de Desarrollo Económico y Social hasta el 2030, que la define como soberana, independiente, socialista, democrática, próspera y sostenible, representa el desafío de impulsar el desarrollo en las esferas política, ideológica, ética, moral, jurídica, institucional, social, económica, demográfica, cultural y tecnológica. En este contexto, el concepto de universidad innovadora y sostenible, convierte al control en contenido esencial de las transformaciones para promover la participación de todos los actores institucionales en este proceso. Sin embargo, esta orientación contrasta con insuficientes estudios de profundización, capaces de aportar los fundamentos teóricos que sustenten propuestas de implementación del control como un proceso participativo, sistémico e integrado, con carácter formativo y movilizador para implicar a todos los actores institucionales. Precisamente el objetivo de este artículo es identificar las variables que intervienen en el control de gestión en las instituciones de la educación superior, como fundamento del enfoque del control por procesos, orientado hacia objetivos, indicadores y metas en la en la Universidad de Ciencias Pedagógicas “Enrique José Varona”.

Contribution to the improvement of the control in the institutions of the superior education
Abstract
The Vision of Nation adopted in the basses for the National Plan of Economic and Social Development up to the 2030, that defines it as sovereign, independent, socialist, democratic, prosperous and sustainable, represents the challenge of impelling the development in the political, ideological, ethical, moral, juridical, institutional, social, economic, demographic, cultural and technological spheres. In this context, the concept of innovative and sustainable university, coverts to the control in main content of the transformations to promote the participation of all the institutional actors in this process. However, this orientation contrasts with insufficient studies of deepening, capable of contribute the theoretical foundations that sustain proposals of implementation of the control as a participatory, systemic process and integrated, with formative, mobilizer character, with the participation of all institutional actors. Precisely, the article has as objective it identifies the variables they take part in in the control of step in the installations of the superior education, as foundation of the focusing of the control for processes, found ones bearings towards objective, indicating and take in in the University of Pedagogic Sciences Enrique José Varona. Analyze different viewpoints on the meaning of the control term and the derived variables of your definitions, it who lays the foundations of the assumed strategic focusing.
