The management of the qualified work force, in the planning system

Abstract
The research presents some referents of the terms management, human resources management and qualified labor force; the relationship between them is established and the term Management of the qualified labor force is defined for the education sector (GFTC). A systematization of its evolution in the period 2000-2019 is presented, with an integrating view of all those involved in it.
In the diagnosis of its initial state, the trends in the lack of completion, the increase in inactivity, fluctuation and low efficiency both in training and in its retention are evident, fundamentally, of the teaching force. In addition, the results of these indicators sometimes affect the attention to entire class groups, and in the case of early childhood, it limits the granting of enrollment to children of working mothers.
The foregoing confirms that the achievement and success of the proposed purpose will depend on the existence and permanence of the qualified labor force in educational institutions.
A methodological strategy is proposed that is identified and determined by the links and relationships established between the actions, with the intention of including them in the activity plan designed at each management level.
